Forschungszulage, ZIM & Transfer BONUS Design: A Practical R&D Funding Guide for German Tech & Sustainability Companies
When German technology and sustainability companies plan a new AI pipeline, dataset, or software module, three public funding instruments frequently come up in discussions between CTOs, HR leads, and finance teams:
- Steuerliche Forschungszulage — Germany’s federal tax-based R&D allowance under the Forschungszulagengesetz.
- ZIM (Zentrales Innovationsprogramm Mittelstand) — Germany’s federal grant programme for SME research and university cooperation.
- Transfer BONUS — Berlin’s regional grant programme for transferring design, digital, and scientific know-how into small and medium-sized companies.
Each instrument funds a different part of the innovation lifecycle, follows distinct administrative rules in 2026, and interacts differently with working students, industry theses, and applied research collaborations.

1. Steuerliche Forschungszulage: Continuous & Retroactive R&D Support
Unlike classic grant programmes that run out of budget or require months of waiting before work may begin, the Forschungszulage is anchored in the German Research Allowance Act (Forschungszulagengesetz, FZulG). Every tax-liable company in Germany has a legal entitlement to it if the project meets the technical criteria.
What changed up to 2026?
Recent legislative expansions significantly strengthened the programme for startups and SMEs:
- Up to 35% reimbursement for SMEs: Small and medium-sized enterprises matching the EU SME definition can apply for a 10-percentage-point top-up above the 25% base rate, bringing the effective tax allowance to 35% of the eligible assessment base.
- 20% overhead flat rate: For eligible R&D expenses incurred from 1 January 2026, a 20% flat rate for overhead and operating expenses (Gemein- und Betriebskostenpauschale) is automatically added to the assessment base.
- 70% for contract research: When a company commissions R&D work to an external research partner, university, or specialized contractor in the EU/EEA (Auftragsforschung), 70% of the fee paid counts as eligible R&D expenditure.
- Cash payout for loss-making startups: Because the allowance is credited against the next corporate or income tax assessment and any excess is paid out directly, pre-profit climate and sustainability startups receive a real liquidity boost.
How Working Students Fit Into the Forschungszulage
Under § 3 FZulG, eligible personnel expenses cover wages and salaries subject to German wage tax deduction of employees to the extent they perform R&D tasks directly within a certified project.
- Working students on regular wage-taxed payroll who conduct experimental development, benchmark construction, or algorithm engineering can be included in proportion to their documented R&D hours.
- Why scoping is decisive: The certification body (Bescheinigungsstelle Forschungszulage — BSFZ) evaluates three core Frascati criteria: novelty, technical or scientific uncertainty, and systematic methodology. If a working student is simply closing routine frontend tickets, those hours are not eligible. If the student is executing a structured evaluation benchmark or experimental AI pipeline with documented hypotheses and time tracking, the work both advances your technology and fits the statutory framework.

2. ZIM: Cooperative R&D with Universities
ZIM (Zentrales Innovationsprogramm Mittelstand) is the federal flagship grant programme for medium-sized companies developing innovative products, processes, or technical services. Its most popular track for science-driven companies is the FuE-Kooperationsprojekt, where at least one SME partners with a research institution or a second company.
Important 2026 Update: Temporary Application Pause
Since 7 July 2026, the Federal Ministry has placed a temporary pause (befristeter Antragsstopp) on new national ZIM grant applications and project outlines.
- What remains open? Applications with international partners under open bilateral and multilateral calls with partner countries remain open, and already approved ZIM projects continue to receive payouts as planned.
- How companies bridge the gap: Teams that planned a national ZIM university cooperation in late 2026 typically use two practical routes while preparing their cooperative scope for when ZIM reopens:
- Structure the R&D project under the Steuerliche Forschungszulage, where internal R&D wages and 70% of contract research with a university or research partner are eligible without a grant freeze.
- Start with a co-supervised Working Student R&D role or Bachelor/Master Thesis Collaboration to generate preliminary baselines and datasets before submitting a full consortium proposal.
3. Transfer BONUS in Berlin: Design Transfer & Knowledge Transfer
For small and medium-sized enterprises and social economy companies with a registered office or branch in Berlin, the Transfer BONUS programme lowers the barrier to working with external specialists and universities.
Transfer BONUS Design
Many deep-tech and climate AI teams build capable backend models or datasets that struggle in practice because analysts and decision-makers cannot interpret the interface or workflow.
- What it funds: Under the Berlin Transfer BONUS guidelines for 2025–2026, Transfer BONUS Design subsidizes 70% of eligible external expenses, up to EUR 15,000 over a project duration of up to 6 months, for transferring design know-how from qualified Berlin or Brandenburg design providers or universities into technology-oriented SMEs.
- Relevance for AI & software products: Eligible activities explicitly include interface design, interaction design, and service design for new or substantially improved software-based products and processes, provided the project demonstrates a clear link to applied research and development. Pure marketing websites or advertising materials are excluded.
- Administration: Applications for Transfer BONUS Design are handled by zukunft im zentrum GmbH (
transferbonusdesign.de) and must be submitted before the project begins.
Transfer BONUS Wissenschafts- und Technologietransfer
Alongside the Design track, Berlin offers the Technologie- und Wissenstransfer track via IBB Business Team GmbH, which since May 2026 also administers the Gamification/XR track:
- Entry variant (Einstiegsvariante): Up to EUR 7,500 at 100% funding for first-time collaborations with a scientific or research institution.
- Standard variant (Standardvariante): Up to 70% of eligible costs, capped at EUR 15,000—or up to EUR 45,000 in the Digitalisierung and Gamification/XR tracks over up to 12 months.
How Real Research Collaborations Look in Practice
At Climate+Tech, funding instruments work best when they reinforce a well-scoped research and open-source strategy rather than driving paperwork for its own sake. Four collaborations from our ecosystem illustrate how company questions, university methods, and student contributions fit together:
- UsefulBench: Decision-Useful Information Retrieval — Started from a concrete retrieval problem at Score4More: distinguishing sustainability report passages that are merely topically relevant from passages that are actually decision-useful. Structured with University of Zurich researchers and domain analysts into an expert-annotated benchmark of more than 53,000 query-passage combinations and a joint working paper.
- Carbon Compliance AI Study & Lolie Cambolive’s Master Thesis — A co-supervised Master thesis and ongoing research collaboration with Europa-Universität Viadrina and the University of Zurich using AI tools to detect corporate carbon emission compliance evasion strategies.
- OpenSustainability Analysis Framework — An open-source AI toolkit for sustainability report analysis developed across our research and student community. Because we maintain the framework long-term on GitHub, partner companies can co-develop modular components with working students or thesis candidates without carrying solo maintenance costs afterward.
- Climate & Political Fact-Checking Collaboration — A multi-partner research and open-source engineering initiative across university groups and student teams that built the advocate-mediator verification architecture and the ClimateCheck dataset.
