Forschungszulage for Sustainability Startups: Define the Research Topic & Organize It to Succeed
Germany's tax-based R&D allowance supports up to 35% of eligible R&D wages for small and medium-sized companies—including working students and engineers—plus a 20% overhead flat rate introduced in 2026 and 70% of contract research. Yet many sustainability startups either get rejected because their project reads like routine software development, or write a theoretical R&D plan they cannot execute. We help you define a genuine research topic and organize the entire execution so it delivers real product breakthroughs.
Two failure modes
Why sustainability startups struggle with the Forschungszulage
Where standard grant writers and busy product teams hit a wall
The certification body—the Bescheinigungsstelle Forschungszulage, or BSFZ—requires novelty, technical or scientific uncertainty, and a systematic plan under Frascati criteria. Standard API integrations, UI dashboards, or off-the-shelf LLM wrappers do not qualify.
Generic subsidy consultants often draft an abstract R&D narrative to pass the certification check, leaving your engineering team with a side-project nobody has time to execute or document properly.
Proving systematic R&D requires benchmark datasets, baseline comparisons, error analysis, and reproducible pipelines—work that startup engineers rarely have bandwidth to run alongside customer deadlines.
Wages of working students and R&D engineers are eligible only to the extent their hours are dedicated to and documented on the certified R&D work packages.
Our role
How we help define and organize your R&D project
End-to-end technical structuring from research hypothesis to shipped software
Define a genuine, high-leverage research topic
We analyze your product bottlenecks—whether in ESG report parsing, climate risk modeling, supply-chain data fusion, or AI fact-checking—and formulate a distinct R&D project with clear scientific and technical uncertainty and measurable hypotheses.
Structure systematic work packages & baselines
We break the research topic into systematic work packages across industrial research or experimental development, defining state-of-the-art baselines, evaluation metrics, and verification milestones.
Staff and organize execution with working students & researchers
We help you staff the R&D work packages cost-effectively by recruiting pre-vetted working students, Master thesis candidates, or collaborating researchers from our NLP4Climate network.
Co-develop open-source modules to cut maintenance costs
Foundational R&D components—such as benchmarks, parsers, and evaluation harnesses—can be developed as open-source modules with us inside frameworks like OpenSustainability Analysis. We maintain them long-term while your startup keeps its proprietary product layer.
How we take your R&D topic from idea to organized execution
Step 1: Carve out the R&D core from your product roadmap
In a technical workshop with your founders or CTO, we separate routine engineering from genuine scientific and technical bottlenecks—such as domain-specific retrieval, uncertainty calibration, or multi-modal climate data fusion—and formulate the R&D project.
Step 2: Structure BSFZ-compatible work packages & time tracking
We draft the technical project structure covering state of the art, technical risk, hypotheses, work packages, and milestones so you have a solid technical foundation for your BSFZ application and internal R&D time documentation.
Step 3: Assemble the execution team
We help you staff the work packages with pre-vetted working students, thesis students, or contract research modules so your core team is not pulled away from customer delivery.
Step 4: Run systematic evaluations, publish & maintain open source
We guide the benchmarking and experimental loops, maintain shared open-source components long-term, and document the technical progress and results cleanly.

Funding landscape
Key facts: Forschungszulage, ZIM & Transfer BONUS Design
How German R&D tax allowances and regional transfer grants fit together for startups and SMEs in 2026
Up to 35% R&D allowance for SMEs
Under the German Research Allowance Act, small and medium-sized enterprises can claim a 35% allowance on eligible R&D expenses, compared to the 25% standard rate. It is credited or paid out via the tax assessment—even if the startup is not yet profitable.
20% overhead flat rate from 2026
For eligible R&D expenses incurred from 1 January 2026 onward, an additional 20% flat rate for overhead and operating costs is automatically added to the assessment base.
Working student & engineering wages
Wages subject to German wage tax for your R&D engineers and working students are eligible in proportion to their documented hours on the certified R&D project.
70% eligible for contract research
If you commission specialized R&D tasks to an external research partner or contractor within the EU/EEA, 70% of the contract fee counts toward your eligible assessment base.
Berlin Transfer BONUS Design
For Berlin-based tech SMEs and social enterprises, Transfer BONUS Design—administered by zukunft im zentrum GmbH—subsidizes 70% of external product, interface, and interaction design costs up to EUR 15,000 when linked to applied R&D.
ZIM & knowledge transfer alternatives
While national ZIM grant applications have been under a temporary pause since July 2026 outside international calls, Berlin's Transfer BONUS knowledge-transfer tracks and the retroactive Forschungszulage remain open.

Frequently Asked Questions
Can loss-making sustainability startups receive the Forschungszulage?
Yes. Unlike traditional tax deductions that only reduce a positive tax bill, the German Forschungszulage is credited against your corporate or income tax assessment after the fiscal year ends. If the allowance exceeds the tax due—for example because your startup is in an early investment phase—the difference is paid out as a cash tax refund.
Can we claim Forschungszulage retroactively for past years?
Yes, eligible R&D projects conducted after 1 January 2020 can generally be certified and claimed retroactively for open tax assessment years, provided the technical uncertainty, systematic approach, and employee R&D hours can be credibly documented. Organizing the research topic, work packages, and time tracking prospectively from the start makes both the certification and the actual R&D outcome much stronger.
Do you provide tax or legal advice?
No. We are an AI and climate research think-tank and technical partner. We help you define the scientific and technical R&D topic, structure the work packages and evaluation methodology, recruit and co-supervise working students or researchers, and co-develop open-source software modules. The formal financial application to the tax office is handled by your Steuerberater.
How does open source fit with the Forschungszulage?
Publishing foundational benchmarks, evaluation pipelines, or modular libraries as open source does not disqualify an R&D project from the Forschungszulage, as long as the R&D work is conducted for your company's product or process innovation and meets the novelty and risk criteria. Co-developing non-core modules in our open-source ecosystem also means we maintain them long-term after the R&D phase ends.
